Returning to “ Normal” in Education is Not Good Enough.

Bob Moses, a renowned civil rights leader of the 1960s and founder of The Algebra Project, passed away on July 25. Moses was among the key activists working on voter education and registration in the south, and later in life devoted his efforts to helping low-income students and students of color achieve the mathematical skills necessary for postsecondary success. The Imprint is honored to publish this previously unpublished column, shared with us by his colleagues at The Algebra Project.

As a nation, we stand with bated breath — waiting for public schools to reopen and for “a return to normal” while ignoring that for many, normal is not only not good enough, it was also never really good. 

Historical inequities and disparities in our public schools, as across all our public systems, operate along a constitutional fault line — an embedded caste system — that we need to find our way across. It is a fault line that is not only about race: class, identity and disabilities also block the path to equal educational opportunity for millions of students. Just like the right to vote in the 20th century, the lack of equal access to a quality education in the 21st century threatens to limit the future life choices for too many young people. 

As a nation, the time has come to embrace quality education as the constitutional right that it should be, guaranteeing that all young people have full access to the social, economic and political opportunities that a democracy promises its people. But nothing will change for these children and youth if we continue to rely on federal education policies that emphasize rigid testing and punitive accountability structures, while paying little attention to ensuring that teachers are well supported, and that all students have access to high-quality structured opportunities to learn.

History keeps talking back to us, if only we would listen. Mandating improved achievement without providing the resources to accomplish it has failed to ensure equitable opportunities. This pattern of under-resourcing and underserving local schools in communities where there are children and families who most need public education to work, and work well, is not the return to the “normal” we need.

But rather than a piecemeal state-by-state approach, states need the federal government to take leadership and make up for past injustice. We need Congress to hear community voices and level the playing field for them by investing directly in those schools and districts most in need. Join me in asking President Biden, Secretary of Education Miguel Cardona, and your congressional leaders to stand with students being left behind, the teachers who work with them, and education advocates crying for justice for them to champion a federal civil rights bill for education, akin to the Civil Rights Act of 1957. 

Like that historic bill, the 14th Amendment offers a constitutional platform for bold legislation to promote and protect education as a civil right, rectifying the structural inequities that have resulted in the existing disparities in our public schools, inequities that keep paying tragic dividends for children and their families on every front.

Since the civil rights movement, when I fought for the right to vote, it has been clear to me that limiting access to education is a subtext of efforts to suppress civil rights. In 1963, as field secretary with the Student Nonviolent Coordinating Committee (SNCC), I was registering sharecroppers in Mississippi to vote. A federal judge asked us why we were registering illiterates, the implication being that it did not make sense to register the uneducated, just as it did not make sense to teach those who were enslaved to read a generation earlier. 

In the ’60s, voting was our organizing tool to demolish Jim Crow and achieve political impact. Since then, for me, it has been algebra. What’s math got to do with it? — you ask. Everything, I say.

Amidst the planet-wide transformation we are undergoing, from industrial to information-age economies and culture, math performance has emerged as a critical measure of equal opportunity. We can see the collateral damage of inequities in math education in the way that students are tracked into dead-end math courses and how that tracking is then used to deny them other opportunities because they cannot demonstrate the required math competencies on standardized tests. Simply look at how the failure to complete math requirements is strongly correlated with not completing either high school or post-secondary education. 

Math also can be a collateral opportunity. By elevating math, alongside reading and writing, as an essential literacy, we can substitute the old pre-COVID-19 normal for a new one, where students get the space they need to operate as active problem solvers and claim their place inside information-age technologies and economies.

But, like happiness, education must be pursued. Students and teachers currently encapsulated in the inequities and disparities of the current public education system, like the sharecroppers before them, must be deeply involved in crafting the opportunity structures that will be needed to deliver 21st century math literacy. The nation needs a federal civil rights bill for education, one that opens up the funding and policies needed to assure full access for all students who are currently being left out of the critical literacies that will be required to thrive in the 21st century.

Do the math: Algebra mandate's a formula for failure

California eighth-graders currently rank 44th among the states in math achievement. But despite this embarrassing showing, California has just become the first state to require every eighth-grader in public school to enroll in Algebra 1. While the goal is admirable, its application is flawed.

Even as middle school math scores plummet, the California state Board of Education, urged on by Gov. Arnold Schwarzenegger, voted 8-1 to require every eighth-grader, ready or not, to take algebra.

Never mind that many sixth- and seventh-graders in California haven't even mastered basic math skills – or that we have a critical shortage of qualified math teachers – or that this mandate will cost billions of dollars.

Worse, we're spending money we don't have on a program that's not even proven to succeed. An investment of this magnitude should be based on data, not blind hope. After all, this money could be used to fund proven programs – such as career technical education – or look to fund promising concepts like preschool for all.

If the logic of teaching algebra to students who cannot do basic math escapes you, you're not alone. "It's going to be a firestorm in our state," says state Superintendent of Public Instruction Jack O'Connell, who strongly opposes the plan. "We're setting every school up for failure."

Board member James Aschwanden, the only dissenting vote, agrees: "Not all children are developmentally ready to take algebra in eighth grade." If poor math achievement is the problem, is the new algebra mandate the answer? Let's do the math.

According to figures released this week by the Department of Education, about one in four California students drops out of high school – and the numbers are higher in many schools serving poor and minority students. Forcing students to take algebra in the eighth grade without adequate preparation will likely increase dropouts.

California already has too few qualified math teachers – and the problem is worse in schools serving poor and minority communities. Lacking instructors, students in these schools will be least prepared for the new requirement and will suffer disproportionately as a result.

For years, reform advocates have argued that our education system should be run more like a business – where challenges and solutions are scrutinized, cost-benefit analyses performed and decisions based on facts. We agree. Businesses also tend to invest their precious capital wisely, to ensure the biggest bang for their buck.

Conversely, the state Board of Education is spending billions of dollars on a mandate that is not only unproven but also widely unpopular – even our state schools chief expects it to fail. This is no way to run a business, or a taxpayer-funded education system.

The unintended result? Programs like career technical education – which have proved successful at increasing graduation rates and preparing students for well-paid, highly skilled technical jobs – will lose more funding and curricular space to accommodate the new mandate.

In addition, tens of thousands of students will not be allowed to enroll in CTE or other electives in middle school if they haven't mastered algebra. This lack of student enrollment will kill the remaining CTE programs.

Tragically, even fewer students will graduate with the technical training needed by California businesses – and with fewer CTE options, more students will opt out of school.

Eighth-graders already have the opportunity to take Algebra 1 as an elective. But if all eighth-graders are required to enroll, students who are already struggling will have even less time to master the basic skills they need.

We must set high academic standards for the next generation. But these standards should be well thought out and achievable. The new algebra mandate is neither. The governor and the Board of Education need to revisit this ill-considered decision before they do real harm to our public schools.

To Increase, Achievement Gaps Narrow
Positive Trends in State Test Scores Seen Since 2002

WASHINGTON, D.C. – June 24, 2008 – Student scores on state tests of reading and
mathematics have risen since 2002, and achievement gaps between various groups of students
have narrowed more often than they have widened, according to the most comprehensive and
rigorous recent analysis of state test scores. These improvements have occurred during a
period when the No Child Left Behind Act (NCLB), state education reforms, and local school
improvement efforts have focused on raising test scores and narrowing achievement gaps.

The report, Has Student Achievement Increased Since 2002?: State Test Score Trends
Through 2006-07, was released today by the nonpartisan Center on Education Policy (CEP). It
analyzes state test data from all 50 states as well as trends through 2007 on the National
Assessment of Educational Progress (NAEP), the only federally administered assessment of
reading and math achievement. While expanding on a similar report from last year, this study
continues the focus on two main questions: whether reading and math achievement has
increased since 2002 and whether achievement gaps between subgroups of students have
narrowed. The number of states included varies depending on the type of trend being reported.
CEP excluded state data from years that should not be compared because a state introduced a
new test, changed the passing score on its test, or made other major test changes. CEP also
looked at two indicators of achievement on state tests – the percentage of students scoring at or
above the “proficient” level and a statistic called “effect size,” which avoids some limitations of
percentages proficient.

The report includes an analysis of many of the differences between state test scores and NAEP scores.

Algebra part II

Amazing. The Sacramento Bee editorial actually got something right on public schooling. The described the dire straights of California math teaching.

And, they were responsible rather than glib about alternatives they so often suggest.
I said that I would offer more on the Algebra decision.

I actually prefer their statement to my own.
They start in reality. We should expect the School Board to do what political appointees do- make grand statements. Then someone has to do the work of improving math education, including algebra.
If we start with this reality, then we are not disappointed at political grandstanding.
They note that California currently ranks 47 out of the 50 states in math achievement. Perhaps that should give the School Board something to do.
In addition to their list of ways to begin to address the math/algebra problems, I offer one more.
Notice that Math Departments at colleges teach math to all of our teachers. And, you can not major in Education in California.
Therefore, almost all of the teachers who are not being successful in teaching math k-8, have taken their math courses from our Math Departments. That is, the Math Departments did not teach the teachers. They failed.
They Math Departments need a little more humility.
In addition, as the Bee editorial calls for, we need more math majors to teach math and Algebra in grades 8-12.
But, why do we not have more math majors. Well, part of the problem is that our Math Departments are not doing a very good job of teaching math to college students. Perhaps we should take their advice on teaching with a few grains of salt.
In interesting effort called The Algebra Project has been quite successful in preparing young people in Algebra, African American, Latino and white. They approach Algebra from a hands on- experimental approach.
By the way, this is the same approach found to be successful in our best engineering schools such as my alma mater Carnegie-Mellon University.
Math Departments have a lot to they could learn from them, if they would be willing to listen and to learn.

Lessons From Finland: The Way to Education Excellence

When Finland’s 15-year-olds recently placed No.1 in math and science on the recent Program for International Student Assessment, the news of the coup was received in Helsinki with characteristic reserve. For the Finns, whose schools are considered the best in the world, the scores stood as a redundant confirmation of the success of their policies.

But in the U.S., the frustration was palpable. Despite persistent attempts to bring equity to the wildly uneven quality of our schools, reformers have not been able to produce the intended results. That’s why they’ve begun to look even more closely in this presidential election year at Finland for lessons that can be applied here. What they will find in the end serves as a cautionary tale for strategies that we proudly consider cutting edge.

At the heart of Finland’s stellar reputation is a philosophy completely alien to America. The country of 5.3 million in an area twice the size of Missouri considers education an end in itself - not a means to an end. It’s a deeply rooted value that is reflected in the Ministry of Education and in all 432 municipalities. In sharp contrast, Americans view education as a stepping stone to better-paying jobs or to impress others. The distinction explains why we are obsessed with marquee names, and how we structure, operate and fund schools.

The headlines notwithstanding, misconceptions about Finland’s renown as an educational icon abound. The Finns spend a meager (compared to the U.S.) $5,000 a year per student, operate no gifted programs, have average class sizes close to 30, and don’t begin schooling children until they are 7. Moreover, Finland is not the homogeneous nation of lore. While still not as diverse as the U.S., the number of immigrant students in Helsinki’s comprehensive schools is exploding, with their numbers expected to constitute 23.3 percent of the city’s schools by 2025. At present, about 11 percent are immigrants, compared with just 6 percent in 2002. According to the City of Helsinki Urban Facts, by 2015 there will be schools with more than half of the student body from abroad.

Not surprisingly, in a land where literacy and numeracy are considered virtues, teachers are revered. Teenagers ranked teaching at the top of their list of favorite professions in a recent survey. Far more graduates of upper schools in Finland apply for admission to teacher-training institutes than are accepted. The overwhelming majority of those who eventually enter the classroom as a teacher make it a lifelong career, even though they are paid no more than their counterparts in other European countries.

One of the major reasons for the job satisfaction that Finnish teachers report is the great freedom they enjoy in their instructional practices. As long as they adhere to the core national curriculum, teachers are granted latitude unheard of in the U.S. The scripted lesson plans that teachers here are increasingly being expected to follow would be rejected out of hand as an insult by teachers in Finland and by their powerful union, which has a growing membership of some 117,500 members.

If none of these facts are enough to raise doubts about the policies the U.S. has in place or on the drawing board, Finland’s testing practices should raise a final red flag. The Finns do not administer national standardized tests during the nine years of basic education. Instead, the National Board of Education assesses learning on the basis of a sample representing about 10 percent of a stipulated age group. Individual school results are strictly confidential, and schools are neither ranked nor compared. The data collected are available only to the schools in question and to the National Board of Education, which use them to help improve instruction. The naming and shaming that No Child Left Behind relies on in its obsession with quantification would be unthinkable.

What ultimately emerges from studying Finland is the realization that the reform movement in America is based on a business model fundamentally at odds with the education model used by a country with the world’s finest schools. While it’s always risky to attempt to apply findings from one country to another, particularly when the two are so different, it’s a mistake to turn our backs on Finland’s approach.

Math Scores Rise, but Reading Is Mixed

America’s public school students are doing significantly better in math since the federal No Child Left Behind law took effect in 2002, but gains in reading achievement have been marginal, with performance declining among eighth graders, according to results of nationwide reading and math tests released Tuesday.

The results also showed that the nation had made only incremental progress in narrowing historic gaps in achievement between white and minority students, a fundamental goal of the federal law.

The reading and math tests, known as the National Assessment of Educational Progress and administered by the Department of Education, were last given in 2005, and this year’s results landed in the midst of a fierce political debate over whether to renew the law. They offer ammunition both to the business leaders and other groups who support the law, as well as to teachers unions and groups who say its emphasis on standardized tests hurts schools.

President Bush called the results “outstanding,” adding, “These scores confirm that No Child Left Behind is working.” But critics of the federal law, including an antitesting group and a national teachers union, said many scores were rising faster before the law’s enactment.

The national tests were given to 700,000 fourth- and eighth-grade students in all 50 states this year.

“Overall, we’re doing well, but it’s clear that results are better in math than in reading,” Darvin Winick, chairman of the National Assessment Governing Board, the bipartisan group set up by Congress to oversee the tests, said in an interview. “Probably the educational establishment needs to look at middle school reading to see why we’re not making progress there.”

The federal law requires states to administer reading and math tests every year in grades three through eight, with the goal of bringing every student to “proficiency” in math and reading by 2014. But the law lets each state write its own tests and define proficiency. The national reading and math assessment is considered a more reliable indicator of performance than the state tests.

The good news came in math. The average math score for fourth graders is at its highest level in 17 years, and the percentage of fourth graders scoring at or above proficiency rose to 39 percent this year, up eight points since the federal law took effect. The latest results also show that eighth-grade students’ math performance has improved, although not as quickly as among younger students.

The reading results were sobering. On average, reading scores for fourth graders have increased modestly since the law took effect, but in about a dozen states the percentage of students who read at the proficiency level has stayed the same or fallen.

Eighth-grade scores have declined slightly, on average, since the law took effect, and in 18 states, including Connecticut, the percentage of students performing at the proficient level in reading has fallen. The biggest declines came in West Virginia, Rhode Island and New Mexico.

“Substantial improvement in reading achievement is still eluding us as a nation,” Amanda P. Avallone, an eighth-grade English teacher from Colorado who sits on the assessment’s governing board, said Tuesday.

The results showed minimal progress in narrowing achievement gaps between white and minority students. On this year’s reading test, for instance, fourth-grade black students scored 27 points below whites on the assessment’s 500-point scale, a slight improvement over 2003, when blacks scored 31 points lower than whites.

Federal officials said each point on the test equates to about a tenth of a school year’s worth of learning. In eighth-grade math, the gaps between white and black and between white and Hispanic students were as intractably wide as in 1990.

Senator Edward M. Kennedy, the Massachusetts Democrat who as chairman of the Senate education committee helped the Bush administration pass the law in 2001, called the results “encouraging.”

The American Federation of Teachers congratulated its members for the improvements in math and in fourth-grade reading, but noted that “many scores were rising faster before No Child Left Behind was enacted.” Fair Test, an antitesting group, made a similar comment.

The results showed striking achievement differences among the states since the law was passed. Massachusetts, for instance, has made spectacular progress in math and good progress in reading in fourth and eighth grade. In New Jersey the percentage of fourth and eighth graders showing proficiency in math has risen significantly.

But achievement has stagnated elsewhere. The percentage of eighth-grade students proficient in math in New York declined to 30 percent this year from 32 percent in 2003, for instance.

The state education commissioner, Richard Mills, focused instead on results showing that New York has been more successful than the nation as a whole in raising the achievement of black and Hispanic students.
